How to package cookies for gift giving?

I am making cookies to give to friends and coworkers. Each get either 12-18 depending on how much time I have. My problem is packaging the cookies. Paper plates are too unsteady and the cookies usually end up sliding around. Buying tins is too expensive at $3-5 each. The clear cellophane treat bags are an option but probably won't be big enough for multiple types of cookies. So I can't brainstorm anymore! I need some ideas... thanks.
